Exporting a bale of Tanzanian sisal involves more institutions than most buyers probably assume. Mapping the official procedure for exporting sisal through the Port of Tanga — a 40-step process tracked by the Tanzania Trade Portal — surfaces a chain of regulatory bodies whose individual roles are rarely laid out together: the Tanzania Sisal Board for grading, the Tanzania Ports Authority for port handling, the Tropical Pesticides Research Institute / phytosanitary authority for plant-health certification, Tanzania Revenue Authority customs clearance through the TANCIS system, and the national chamber of commerce for the certificate of origin.

Why this is worth laying out explicitly

Sisal is one of the few Tanzanian export commodities with a genuine permanent data limitation: no sisal-specific HS trade code has existed internationally since 2007, so global trade databases can no longer isolate Tanzania’s sisal exports from a broader fibre basket. The chain, step by step

Grading happens under the Tanzania Sisal Board’s own regulations (Sisal Board Regulations, 1999) — the Board’s official grade schedule (Grade 1, Grade A, Grade 2, 3L, 3S, UG/R, SSUG, UF, S.C.W.F., TOW, UHDS, FLUME TOW) is the real authority here, not the “UHA/UHB/UHC” style grades sometimes seen in informal secondary sources, which don’t correspond to any Tanzanian regulatory document. Phytosanitary certification and customs clearance both happen at the port itself, consistent with Tanzania Ports Authority’s own reporting that sisal is among the first commodities it lists in discussing agricultural exports through Tanga. The Tanzania Bureau of Standards maintains sisal-specific East African Standards (EAS 221:2001, EAS 156-3:2000, EAS 246:2022) under its fibres-and-cordage technical committee, which is a separate layer from the Sisal Board’s own grading rules.
